The context is the nursery rhyme Rub-a-dub-dub. It was Rhod Gilbert's exclamation in a Taskmaster team challenge in which his three-man team of himself, Phil Wang and James Acaster, have to make the most suspenseful soap opera cliff-hanger.

The rhyme mentions three men all out to sea (i.e. cast out), in the form of the butcher (Lance Corporal Jones in Dad's Army), the baker (Wallace in the Wallace & Gromit short A Matter Of Loaf And Death) and the third trade, candlestick maker. We are unaware of any comic candlestick makers.
