Indeed. 
The purpose of a gun is to fire bullets at velocity. Nothing wrong with at. But the people who carry them in the street? There is something wrong there somewhere. Carrying your gun with you when you're out with wife and kids on the weekly supermarket run? Something wrong there somewhere. Something wrong with the carrying of guns in public places. Plain wrong.
Cops carrying guns SHOULD be ok. SHOULD be...
I want that to be ok, I want the cops to be the good guys. I want that.
This atrocity will quietly fade. Hundred of people grieving their lost one's will be forgotten about and then there will be another mass murder by some other misunderstood angry moron.
He will be labelled the local nutter and all the sane Americans will clutch their own guns that little bit closer.
Nothing can be done to halt this situation apart from maybe the first step......

I'll go with cultural issues, societal standards, income, politics and religion as the main motivators & constraints.

No amount of legislation will ever stop humans killing each other.
Whether it would help or not, this is the issue, and I believe it would help.
Surely it is worth a try.
I am not too worried about Da Butt shooting anybody. But if he's not a cop then I don't think he or any other non-cops should be carrying in a public place, unless they are on the way to a licenced shooting range, where it would be ok.
