Not so much a silent film, more a film without words - except for "rhubarb".
The Police Inspector has one great passion ... golf. His handicap: he must win, even by bending the rules. But he bends them so often that only the Vicar will play him. When the Vicar turns to his helper for support his fortunes change dramatically - until he decides to ignore said helper!
Supporting the Inspector's cheating is his Police Constable, and caught up in this chaos on the golf course are a variety of colourful characters.
