An elusive thief cleans out the council office. The Mayor is in an even more foul temper than usual after she gets fleeced, too, so the gang needs to recover the mysterious crook's swag. To cap it all, the entire police force has been stolen as well.

A crime-busting initiative is launched, and the boys are aghast when the finger of suspicion is pointed at one of their number.
