It was probably a good free audition for the ladies man character they wanted for AYBS. Don't know a thing about this sitcom but I cannot imagine Brian Wilde as a bin man. :S Was he the depot manager or similar?

He was the inspector, played a similar role to what he did in Porridge, with the bin men taking advantage of him. Known as Bloody Delilah.

Paula Wilcox makes a couple of appearances in this as Winston's girlfriend, which was good.

Coincidence, just watched him tonight (chubby faced) in George and the Dragon "Royal Letter", playing a policeman outside Buck Palace.

Which served as a trial run for the writer's much better known The Lovers.

Wilcox, Bannister and Wilde were all very successful sitcom actors, but as noted here with Wilde's similar roles of a uniformed authority figure (or ex uniformed in LOTSW) both the others were also pigeon holed for certain roles, Bannister the cheeky womaniser type, and Wilcox as the object of desire/girlfriend/fiancé she played in several sitcoms. Which tells you why sitcoms were often accused of typecasting actors. These actors didn't seem to mind.
