I noticed on Amazon and other places that several boxsets are being repackaged--e.g. On the Buses, George and Mildred, Man About the House, etc. By repackaged, does that mean there's something extra in it, or they're just making "cosmetic" changes?

Depends on the box set.

No. Repackaged is just packaging. Not content. With the releases you note, the repackaging almost certainly constitutes the bit of card that goes around the DVDs in the 'complete' box sets.
