Are protest banners something that people usually put down?

Don't they usually wave them around above their heads?

If I've misunderstood, I apologise, but if I'm right the second line might be better phrased as:

"English environmentalists were outraged to find German environmentalists had got there first with their protest banners."

I had the posts of the banners pushed into the sand in mind. No need to apologise, your suggestion sounds better. Thank you
