It's a good idea to have different categories. The plea bargaining bit is a separate issue I reckon.

I think Ken makes an interesting and persuasive argument.

All crimes have degrees of seriousness.

Automatic severe sentences put juries off convicting, perpetrators confessing or even guilty victims pushing charges.

Not to mention prison is massively expensive and ineffective.

Keeping a dangerous fellon off the street for 5 years means you still have to deal with him.

Short, effective sentences and effective lifelong monitoring is the route.
