I watched it a few years ago and didn't think it that good.
I haven't heard of this sitcom but does this mean Gervais was inspired by this (going by name of sitcom only) along with his time working in an office?

Definitely.
Not sure if he and/or Merchant would have been inspired by this one, but they're far from the first office-set sitcoms, and The Office was far from the first mockumentary either.

Yeah this one was doing the rounds a few years back. I thought it was a bit dull but not totally unwatchable. There was also a sitcom pilot titled The Office in 1996 starring Robert Lindsay, I thought that was funny and could do with a full series. Also there was Office Gossip starring Pauline Quirke in 2001, I enjoyed that.

To be picky, that was a single one-off, not a pilot. It was an ITV Montreux entry.
